As an XML format that can describe Web services, WSDL 1.1 was proposed to W3C in a record in March 2001 (by Ariba, IBM and Microsoft).
This record also describes how WSDL is used in conjunction with soap 1.1, HTTP get / post, and mime.
W3C WSDL 1.1 is just a note for discussion. The release of this record does not represent any degree of W3C approval.
The first working draft was issued on 17 December 2001.
The latest working draft was released on June 11, 2003.
The W3C’s XML protocol working group is currently working on WSDL 2.0.
