Solution 1: install tzdata

apt-get install tzdata

Solution 2

vim /usr/bin/tzselect
take
${TZDIR=pwd}
Change to
${TZDIR=/usr/share/zoneinfo}

Continue with tzselect

You can make this change permanent for yourself by appending the line

to the file '.profile' in your home directory; then log out and log in again.
