cat /etc/man.config | grep 'MAN' | sed 's/#.*$//g' | sed '/^$/d'
The order is copied from brother bird’s Linux private dish, page.432
My test environment is CentOS 6, 64 bit.

I executed it here. It seems that the first sed removes comments and the second one removes blank lines

I think you mistook the name of the document. It should be/etc/manpath.config
